（中央社記者邱柏勝台北11日電）綜所稅薪資扣除額設限，經大法官解釋屬違憲，要財政部2年內修法，外界認為薪資所得可望減稅。但會計師指出，直接視為減稅利多可能太早，可確信的是「全民記帳」時代將來臨。

根據大法官釋字第745號解釋，所得稅法的法定扣除額上限，已違反憲法第7條保障人民的平等權，主管所得稅法的財政部應於2年內解釋意旨，檢討修正所得稅法相關規定。

對此財政部已回應，將在兼顧量能課稅與簡政便民原則下，於2019年2月7日前完成修法，最遲2020年5月報稅時適用。屆時薪資所得將從現行定額扣除的單軌制，改為「雙軌」並行，新增定率或核實的「實額減除」兩種方式。

所謂實額減除，指的是薪資所得者可列舉工作所需的必要費用，例如餐費、治裝費、交通費、在職進修費用等，未來修法後將允許扣除。

舉例來說，以1名年薪60萬元且無其他所得的上班族來說，扣除免稅額、標準扣除額，以及原本12萬8千元的薪資扣除額後，原本要繳1萬4850元的所得稅。但修法後若他可列報扣減的必要費用有20萬元，在同樣所得狀況下只要繳1萬1250元得稅，省了3600元。

不過，安侯建業（KPMG）稅務部營運長許志文表示，大法官解釋文中已經點出對稅基流失的憂慮，且質疑各項租稅優惠措施浮濫，要求財政部併同檢討，即可預料財政部修法方向不會傾向減稅，而只是針對薪資所得與執行業務所得的差別待遇進行修正，未來走向雙軌制時，應會採原則性規範，且舉證責任將落在納稅義務人身上。

許志文也以同採實額減除制的澳洲為例，指出澳洲上班族上下班的通勤費、中午用餐的費用都不能認列；治裝費只有「制服」可以認列；在職進修雖可認列，但學英文、電腦是否算是與工作相關的進修，仍難判斷。

因此，未來上班族希望透過核實列報的方式來減稅，恐怕沒有那麼美好，「唯一可以確信的是，『記帳』變成必要」，因為不記帳，連列報的機會都沒有。1060211

（中央社記者蔡怡杼台北11日電）渣打銀行總經理陳銘僑連續第3年參加台北渣打馬拉松，而與往年不同的是，陳銘僑今年除參加2公里路跑外，更擔任視障朋友的陪跑員，是銀行業首位總經理層級的陪跑員。

陳銘僑於2014年3月由香港調任為台灣區總經理，沒能趕上2014年渣打首度在台灣舉辦的馬拉松賽事。隨著業務嫻熟，加上台灣美食太誘人，1個月就胖了2公斤的刺激下，陳銘僑重拾多年來的路跑習慣，每個工作天早上約7時左右進行約半小時的跑步，隔年2015年開始，陳銘僑每年都參加台北渣打馬拉松2公里的領袖盃組。

由於台北渣打馬拉松是全台最大、最多視障者參與的賽事，看了幾年陪跑員不畏風雨與視障者完成賽事，陳銘僑難掩心中感動，趁著今年賽事首度開放招募大眾視障陪跑員，陳銘僑儘管公務繁忙，還是義不容辭擔任陪跑員。

經過配對、訓練後，包含陳銘僑在內共39位志工完成了視障陪跑集訓，陳銘僑將在12日賽事當天肩負陪跑任務，拉起陪跑神繩陪伴視障者完成賽事。

陳銘僑說，視障朋友即使看不到，仍勇敢衝出起跑線並完成賽事，讓他相當感動，因此，今年特別爭取擔任陪跑員，要當視障朋友的眼睛，預計完成2公里的領袖盃組後，再回到起跑點與視障朋友完成3公里的賽事。

然而，擔任視障朋友陪跑員光有感動還不夠，必須花時間與視障朋友培養默契，建立良好的溝通，才能取得視障朋友的信任，手執具「眼睛」功能的陪跑繩，也因此，陳銘僑放下繁忙的工作與視障朋友進行練習。

儘管已長年維持運動習慣，陳銘僑對於明天將擔任陪跑員重任還是難掩緊張情緒，仍擔心自己跑太慢，會拖累今年與其配對的視障朋友陳宗裕。1060211
